Public Service with Experience
Harry Clark has a passion for public service and a record of dedication to his community. Following his graduation from Georgetown University with a degree in Economics, Harry joined the U.S. Army. He went on to serve his country all over the world. After 22 years of service, Harry retired as a Lieutenant Colonel in 1994.
Following his retirement, Harry entered private industry but quickly returned to his Army roots, spending his final 19 years in business reviewing and analyzing intelligence budgets for the Army.
Community Leader
This record of public service has continued throughout his almost 30 years living in Manassas. During this time, Harry has been active in serving the City of Manassas and its citizens in a variety of roles.
In 2002, Harry joined the Manassas Recreation and Parks Committee, later becoming the committee’s chairman. While serving on the committee, Harry worked to increase community access to green space and established a regular round of inspecting City parks and making recommendations for improvements and maintenance. In 2007, the City Council appointed Harry to the Planning Commission; he became the chairman of the commission in 2011 and continues to serve the city in that role. On the Planning Commission, Harry focused on helping small, locally owned businesses thrive in Old Town and throughout Manassas. Under his Chairmanship the Commission has drafted two updates to the Manassas Comprehensive Plan, as well as a major update to the City Zoning Ordinance.
In addition to the Planning Commission, Harry also currently serves on the Manassas Regional Airport Commission, to which the City Council appointed him in 2008, and the Manassas City Board of Equalization, where he has served as the chairman for the past two years.
Beyond his service in Manassas government, Harry is an active volunteer in a variety of local community organizations. Harry regularly attends services at Bethel Lutheran Church, where he volunteers as an usher and helps support church computer operations and networks. He has served on the Board of the Stonewall Park Recreational Summer Swim Team since 1998. In addition, he was an active supporter of the Osbourn High School Swim Team, serving as the team computer specialist from 2003 to 2019. Since 2009, Harry has served as a Manassas City representative on the Freedom Aquatic and Fitness Center Advisory Board.
Family Focused
Harry and his wife Debra have been married for 35 years. Their two daughters attended Manassas City public schools from kindergarten through 12th grade. After graduating from Osbourn High School, both attended Virginia public universities; the elder graduated from the University of Virginia, while the younger graduated from the College of William and Mary.
In addition to his degree in Economics, Mr. Clark holds two Master of Science Degrees: Business Administration from Boston University, and Information Systems Management from Strayer University. He is a member of the Association of the United States Army, a Life Member of the Military Officers Association of America, and a Life Member of American Mensa.
